Yep, Sentynel's right. She right at the top and can basically reform Canada in anyway. But the only thing she does is go to charities, and the Governor General is just the Queen representative. So in terms of actually doing something, Stephan Harper is the big ruler.

In the book it does actually say that Nat's parents did it for money, albeit from a biased source:
something to the effect of "like the rest: took the money and ran."
I don't have AoS on me at the moment so I can't look it up.

Duvall transforms when he's in custody in the Tower, though, in order to escape, and as a police force they'd be a bit hopeless if there were limits on when they can transform, so I reckon they can do it at will..
