That's pretty much the prevailing theory. I'm not sure if the idea was for Cameron to immediately resign, or just to position Boris neatly for when Cameron inevitably resigned towards the end of this term or so. At any rate, Boris really doesn't appear to have been that set on Leave, so I'm not sure that explains his ascension to Cabinet.
