C'mon, they get less experience in the world, so they don't know what to do as well. And the reason they have less experience is because most magicians are afraid to summon them.

Nouda had more experience on Earth. He was summoned several times to slaughter many. Ramutura (as deducted by Bartimaeus) has probably not been summoned much before.
