Ramuthra methinks, although Nouda and Faquarl together managed to do more DAMAGE than Ramuthra, that was because they weren't bound to a single room and they planned ahead.
Having read through the respective parts of the books, I'd have to say Ramuthra - when it's summoned, magic begins twisting. With nouda, the only magical effect of his presence is Makepeace's body being slowly distorted.
Nouda did that to one body, but only after being compressed into it. Ram simply stood in the same room and had a similar effect on many people.

Powerful or no, it doesn't matter, after his mind was destroyed he (Makepeace) had about as much power as a cheeseburger. (
