Because the creature creator section is a tiny bit of it. You start with a microscopic creature and gradually expand it and add bits to it using a simple version of the Creature Creator until it's big enough to leave the water, at which point you add legs and get the full Creature Creator. You then gradually add bits to your creature until you've upgraded the brain enough to start the Tribal phase, where you develop the tribe until it's big and advanced enough to start a city. Once you have a city you get access to the building and vehicle editors, and your objective is to take over the world. Once you've done *that* you get to build your own UFO, at which point the entire galaxy is open to you, including the ability to terraform planets to be capable of supporting your creature, get into wars with other spacefaring civilizations, etc.
Oh, and every single creature/building/vehicle/planet you encounter in the game was created by another player and downloaded to your computer as required to fill gaps in the ecosystem etc.
