I guess the reason why Barti's not so upset about Quezzle's death is because vengeance is a human concept. He might feel it, for some time, because he is momentarily surrounded by humans, and their emotions are infectious, but we already know that the case doesn't apply to the Other Place. Quezzle's just a part of the whole. And Barti knew it.

I wouldn't say that- they can form bonds with humans, and are able to have them with other spirits, even though they may not be strong ones due to magicians.

Yes they can have strong relationships, actually; you're forgetting the case of Asmoral and Ianna. From the Amulet of Samarkand:

The fact that spirits normally don't is more a matter of survival than anything.

Also, considering marriage is a pretty human concept, I don't think they would be interested in that, but relationships don't necessarily need that institution to exist anyway. Relationships don't even necessarily have to be about love in the romantic sense either; there's love of family, love of friends, love of mentors and teachers, etcetera.
