Maybe, he was kinda arrogant before he turned good. Is Nat a good public speaker? It kinda depends on that and charisma which I think he lacks.

True... but I thought most of the commoners liked him for his looks /new haircut.

True... the speech was good. He also wrote good documentary things on the war in the US

Pretended to care you mean. Nat recognized the power of the commoners, probably 'cause of Kitty and the resistance. I think at that point Nat was still very power-hungry
