Well, it's the capital, it's got a lot more politicky things going on (this is a terrible explanation...) for the most part (election time being the exception), it's where the major politicians spend most of their time during parliament etc. Or he could just be saying Ottawa is boring (IMO, Rideau Canal FTW).

In my experience their seems to be as many right wing adults as they're are left wing (could just be different over here), but their does seem to be more young liberals. Though it would make sense, the idea of what is left wing and what is right wing changes over time.
