That is a good point, but I, however, am forced to disagree.
The government is made of magicians.
The commoners are the manual laborors.
The spirits are the slaves.
All the magicians agree to this, with maybe a few exceptions. They might not like who's in the government, or lust for power, but they believe in the sumpreme authority of the magcians aka themselves.

But when he found that Lovelace could be pronounce Loveless he choose that one.
