Who is the Mysterious Miss Farrar?

It's okay. I just like the concept of a child prodigy who's mean and rude in the way that he speaks. Add in "criminal mastermind" and tons of money, and you've got a fairly good character going.

Plus, he isn't whiney-angsty like Harry/Maximum/Eragon.

In fact, was Farrar not a bit whiney?

A big no-no in Apollo's book.

She was, but basically never showed it.

Yeah, she didn't show her whininess with top ranker Council buddies.
You could see what a rude person she was when she got untied in Whitehall and started bossing everyone around because they were low end gov workers.
