I apologize, but I must disagree. While the instances are very few and would rarely present themselves, technically it would be justified for a police officer to taser a ten year old in extreme circumstances where other's lives are in danger. Sounds funny, but seriously, there are bad people. Even ten year olds that may have been bruoght up badly, liveing a bad neighborhood, things like that. Fortunately, the taser wouldn't kill said demented ten year old, and is far better than simply, er, shooting him.

There are too many influences really to fully prevent such a thing from happening.

It's quite possible that in bad neighborhoods a child may be given a firearm by people said child shouldn't be with. If there's a bully at school, a teacher he doesn't like, a mean sibling...

And if police officer happens to be near at said crime scene (unlikely)...

I don't know...if it actually finds the mythical Higgs Boson then yes, but it might not be big and powerful enough to find anything new.
