Eating humans? Viruses are much smaller than bacteria & are non-living when present outside our body. But when within our body, they enter our cells & use the cell constituents to give rise to multiple copies. Then they burst out of the cells & infect other cells. Infected cells usually die. When scientists modify viruses, they do it with the aim of helping humans-not harming them. So I doubt flesh-eating viruses would rank high in their list (flesh eating viruses could be useful too-who knows?). Also, though in theory, preparing genetically modifying micro-organisms sounds simple-in practice it's pretty difficult & inaccurate (believe me, I've tried).
