Definitely more powerful. Perhaps not quite as user-friendly, though. (I don't know what the interface on the latest Windows version is like - it's pretty good now on Linux but I think the Windows version may be a little behind?)

To the topic in discussion - What's interesting is, I haven't actually used it on either of the computers I normally use (this is too old, didn't install it on my neighbor's iMac), only on the friend's computers I've gotten it for.
Paint.net annoyed me.
When I need something quick, I google online image editors and use what pops up.
Adding text doesn't necessitate opening a gig's worth of Adobe.
