A leader that was loved, or a leader that was feared?

And this is meant to be vague, open minded for discussion.

I had to write an essay on this.

Mind, loved leaders don't always just have to be those with great personalities, and feared leaders do not always have the massive power of police regiments to arrest any citizen and erase their existence.

Loved, because there'd have to be a reason why the leader was feared, and whatever that reason might be, it's unlikely to be a nice one...assuming s/he wasn't feared in a kind of intimidating way due to being awesome or something...
Likewise, the reason why a leader would be loved would most likely be a nice, fluffy reason :P

The Chinese leaders come across as the most competent. Not only do they run the country efficiently, they have a billion plus population under their control. Amazing.
