Cheap over-the-ear ones will inevitably be crap I'm afraid; it's a mechanical issue with the volume of air the driver can move. (The in-ear ones with a silicone seal on the ear canal get around this by isolating the ear canal.) You can bugger up your hearing just as easily with external ones as earbuds, but it's not a single loud event that does the damage (you won't find headphones capable of outputting enough volume to be immediately damaging) - it's long-term use with them too loud that causes problems.
Also, yes, sharing earbuds is icky. Just get a headphone splitter.
Personally, I have a pair of cheap Creative in-ear ones for travelling, and a rather more expensive (though they still weren't unreasonable - £60 ish) Sennheiser over-ear set at home.
