My friend's mom doesn't use "haram" like that. They're from Bethlehem, so I'm not sure what kind of Arabic they speak but for her it means "poor thing". Like once we were in the store and she sees and unfortunate looking girl and she was like "tsk tsk, haram" It was so dry.
