China are a capitalist dictatorship. They're very far from communist.

North Korea have neither the missile technology nor the nuke miniaturisation technology to be capable of being an actual nuclear threat. I'm rather more worried about the *thousands* of artillery pieces they have pointed at the capital of South Korea, and the insane fortification they have along their entire border, land and sea. Attacking them directly would lead to insane casualties and them levelling Seoul. They can't start anything either, of course, or the country will collapse entirely. Stalemate.

North Korea are in clear violation of a number of UN resolutions, deals over supplied aid, etc etc. They do that sort of thing all the time though. They're not actually a greater threat now than they were previously - they still can't get a nuke onto a missile, and the missiles are still too unreliable. The threat they pose is mostly related to their ability to level Seoul with conventional weaponry.

So they can look like they're doing something. There'd be uproar if they didn't - people everywhere bitching about how they're not doing anything. So they make symbolic resolutions that don't actually do anything beyond an official statement that NK's being a naughty child..
