Better management, less bureaucracy, less government interference and targets, that sort of thing. There's plenty that can be done to cut down on the amount of money that's wasted before you have to throw more money at it.

Oh of course. We could do all those things :P

I'm not saying it'd be easy, but just throwing money at it suffers from diminishing returns if you're not careful with the bureaucracy ("the bureaucracy is expanding to meet the needs of the expanding bureaucracy"), and the government's target culture really does not help matters anywhere.
