As we know that the amulet can protect the wearer (either human or djinni), why then Jabor's explosion spell could knock down Barty in Simon's house?

The Amulet only protects you from direct magical effects. If you get hit in the face with a Detonation wearing it, the Amulet will absorb it, but if it blows up an object near you, the shockwave is non-magical and will still hit you.

I found what you're talking about

The impact was so great that I was sent flying headlong at an angle down the corridor and half into the wall. Green flames licked around me, leaving streaks on the decor..."
So the Detonation doesn't actually strike him, for one thing, and it doesn't get absorbed by the amulet because Bartimaeus has a shield, which blocks it first.
I think the biggest mistake here was that since Bartimaeus knew he was wearing the amulet, and knew something of it's powerful reputation, he didn't really need to avoid the triloid things in the garden.
