I hope Lucy will end up with Lockwood. Still, it will be sad, if George is the third wheel.
Look what I found on facebook: There was a live chat with Jonathan Stroud ( I missed it of course) and he talks about Lockwood & Co. ships:
Hi Sivan - hmmm, will George and Lucy get together? That's an interesting one, and not one that I can answer here! I think that (right now) Lucy would be surprised by the suggestion... but who knows what will happen in her future...

To take one example, Lucy is clearly rather impressed with Lockwood, and it may be that she'll get closer to him as the series goes on - but I haven't made up my mind exactly how (or if ) this will happen. I have to let the story play out, and it develops as it goes.

While I think that Lucy and Lockwood would make a cute couple, I think George and Lucy complement each other better.
