I can see the point on admins/mods, but why can't regular members swap?

Because if you give someone access to your account who then proceeds to cause trouble, you'll both get the punishment.

And, on a more philosophical level, because your forum username is who you are as far as the other users of the forum are concerned and using someone else's or allowing someone else to use yours destroys that.
