An Admin can actually adjust the board.
Mods can just adjust whats on it, posts etc.

Admins can add new forums, change existing ones, change the skin, all that stuff, plus everything mods can do.
Mods can only change posts, delete posts, sticky topics, lock topics, move topics, etc.
