Only the seer's told, and nobody knows who the seer is. If someone claims to be the seer they risk being eaten by the wolves or thrown out by the villagers as a liar. Bear in mind there are two wolves and also someone who appears to be a wolf to the seer, though they are not - announcing yourself as seer is a risky business.

A seer can try and persuade people to vote for people that show as wolves, but announcing "I am the seer and x is a wolf" is probably not a good idea.
