A basic but functional webpage could be knocked up by your average student for a few quid - there's no shortage of web developers capable of producing simple but effective stuff for not much money, and they shouldn't really be that hard to find. Sure, a fancy online shopping service or something will cost you to have developed, but a simple webpage can be had for peanuts if you look around a bit. Schools seem completely incapable of doing so. Hell, they could probably pay one of their
own students to do it - they'd just have to proofread the code to spot the inevitable negative comments before putting it online.
