haha...that was exactly what I was thinking.

And even though hitler thought his gaze made him look thoughtful and intimidating, it actually made him look crazy...like someone else we know...

I think the person who laughs so evilly is none other Galbotorix (spelling?). Mightbe that's how he gained his powers & that's what (laugh evilly) Eragon needs to do to defeat him.

Paolini's video was'nt weird. But I could'nt decipher all the words. Just the useless ones...

Well, I don't think that the video itself was weird, it's just the spoiler and how he said it. Paolini made it sound too straightforward (therefore making the story look boring...a bit), and how many villains do we know that don't laugh in a good (as in goody-two shoes) way? O.o

Unless Paolini is trying to say that this new villain is not good at laughing and is trying too hard to laugh. (Although that's not likely.)

Did he specifically mention the person to be a new villian (emphasis on new)? Could it not be Galbotorix or someone already mentioned though we never met him/her?

Well, he does mention that it's someone new and someone Eragon has never met before (although he might have heard about them from somewhere, so that puts Galbatorix into the list). I don't know...he never said if this "new" enemy was mentioned in the other books before or not.
